Palinchron/High Tide is the gold standard for blue infinite mana. You can also use Echo Mage and Reality Spasm for infinite mana. If you're able to generate 14 mana a turn, you have the option of Great Whale and Capsize with the buyback.
Cards like EP Lens and Gauntlet of Power get ridiculously powerful when paired with Candelabra of Tawnos. Throw in some High Tide shenanigans with Tez and Voltaic Key for even more fun.

High Tide,Extraplanar Lens,Gauntlet of Power to make your islands make extra mana then
Palinchron,Candleabra of Tawnos,Doubling Cube to further multiply your mana. Then
Mind over Matter to make amount of mana ridiculous... actually infinite if you have a draw engine also in place such as:
Diviner's Wand + any critter = cards for 4 mana each
Future sight or Magus of the Future + Sensei's Divining Top = draw cards for 1 mana each (or for free if you have an Etheruim Sculptor, Cloud Key or Helm of Awakening
Jushi Apprentice (flipped) or Arcanis the Omnipotent- untap with MoM then tap again for cards.
Another way to generate infinite mana is
Tidespout Tyrant + Sol Ring or Mana Crypt or Mana Vault (any 2 of these, or any one of these + any other 0cc permanent). You play the mana rock, tap, play other mana rock (or 0cc permanent), bounce each other with tyrant's triggered ability, gaining mana each time.
Gemstone Array or Guilded Lotus can convert all that colorless mana to whatever color you need.

Hmm... some ways of generating infinite mana:
Rings of Brighthearth + Basalt Monolith
Rings of Brighthearth + Deserted Temple + any land that produces 4 or more mana (a little hard for monoblue to pull off, I suppose)
Rings of Brighthearth + Voltaic Key + Everflowing Chalice on 4 or more
Voltaic Construct, Sword of the Paruns, or Umbral Mantle + Metalworker with at least 2 artifacts in hand
Mind over Matter + Arcanis the Omnipotent (or any tap to draw 1 effect + Rings of Brighthearth + a 3 mana producing effect) + any Eldrazi Titan in deck to shuffle over.
Power Artifact + Basalt Monolith or Grim Monolith
Pemmin's Aura or Freed From Real + Fatestitcher or Tidewater Minion + Any permanent that produces at least 1U (Blue Karoo, Gilded Lotus, land with High Tide active, etc)
High Tide + Palinchron or Great Whale+Capsize
As for some interesting ways to win:
Decimator Web repeatedly untapped with any of the above untapping methods
Repeatedly Donate Illusions of Grandeur and then bounce it with Capsize (you need some way to recur these like bouncing and re-playing Mnemonic Wall). Alternately you can repeatedly swap it for your opponents' non-land permanents with Avarice Totem.
Repeatedly copy something like Cunning Wish (say, with Echo Mage and a way to untap it) to add several hundred cards to your hand, discard them to Mind over Matter, shuffle them into your deck by discarding an Eldrazi Titan, then drop Battle of Wits and take another turn. This will require that your opponents are okay with you wishing for things beyond just a 10-card sideboard, but I think the style points would justify that.

Untap the Monolith for 3. use Rings to copy the untap ability for 2. First untap trigger resolves, tap Monolith for 3. Second untap trigger resolves, tap Monolith for 3 again. In short, you can tap it twice for 6, but untap it twice for 5.
Also, Capsize + Doubilng Cube has been great to me for infinite mana and infinite bounce. You know I couldn't resist a shameless plug for Doubling Cube.

I've been tinkering with Magosi, the Waterveil to try and make it go infinite. Does extra turns and skip a turn follow with stax??
Have Deserted Temple and Amulet of Vigor in play.
Play Magosi, the Waterveil, which untaps from Amulet of Vigor.
Pay U and tap Magosi, the Waterveil for the eon counter...does 'skip your next turn' go onto the bottom of the stack ??
Cause, I then use Deserted Temple to untap Magosi, the Waterveil, tapping it and returning it to my hand with 'take another turn after this one' next up on the stack.
If so, I simply repeat.....sure down the road I'm not going to get any turns, but until then I'll get every turn.....kind of a 'pay it forward' approach
Does this work?
Deserted Temple + Amulet of Vigor + Magosi, the Waterveil = infinite turns??

However, if you throw in a Rings of Brighthearth, you can copy the "take an extra turn" and end up with 2 turns for each turn spent, for a net of +1 turn. It might be easier just to abuse Magistrate's Scepter with proliferate and similar effects though. But taking infinite turns without wining is a good way to get the whole table to groan.
The only other way I see to win the game apart from the basics (infinite milling, damage, draw, or proliferating poison) in monoblue would be Darksteel Reactor. With infinite mana, Clockspinning pushes it to 20. As does Voltaic Key + Rings of Brighthearth (or some other untap engine like Filigree Sages)+ Contagion Clasp/Contagion Engine. Or repeatedly Capsize-ing and replaying Mnemonic Wall on Steady Progress, etc.
Oh, another infinite mana combo is Patron of the Moon + Storm Cauldron + Amulet of Vigor. Plop lands into play, untap them with vigor, then return them by tapping them for mana. If you are playing multiple colors, then the ravnica bouncelands can be used in place of Storm Cauldron.

The most common Magosi combo is with Magosi, the Waterveil, Rings of Brighthearth and Deserted Temple. It's an infinite turns combo, not an infinite mana combo, but if you're looking to break it, the combo is - with Rings and Temple in play - play Magosi. Activate Deserted Temple targeting Magosi, Rings of Brighthearth to copy it and target Magosi again. Let the first untap resolve, tap Magosi to put an eon counter on it, second untap resolves, tap Magosi to take an extra turn, and copy that with Rings of Brighthearth. Repeat each turn.

This is where I get confused because I don't see how generating infinite mana at all equals repeatedly being able to untap a something like Decimator Web or even something like Voltaic Key to then infinitely untap another artifact

Several of those combos included a method to untap arbitrary permanents - Voltaic Key + [r]Rings of Brighthearth[/c], Mind Over Matter with an endless stream of cards, infinitely untapping Tidewater Minion or Fatestitcher, etc.

Once you generate infinite mana using untap artifact effects (which works because you change voltaic key's original target with itself off of the rings), you can stop generating it and use it on something like Decimator web.
So if I use Rings of Brighthearth, voltaic key, basalt monolith/grim monolith, and enough open mana to start the combo; I can eventually stop at an arbitrary amount of mana and use that to tap and untap decimator web using rings of brighthearth and voltaic key, since that combo is only doable with infinite mana.
